Note the use of the word "Optical" here alongside "Infrared" is not an approved modern-day use of the terms as the word "Optical" is a superset of the ultraviolet, visible and infrared spectrums. See Optical SETI Definition. Indeed, I had briefed Professor Townes, Dan Werthimer and colleagues about this at the Berkeley Space Science laboratories, the week after the OSETI II conference. Old habits die hard. However, an exception is made for a Nobel Laureate and originator of the optical approach to SETI!
