Dr. Mike Klein headed the "All-Sky Survey" part of NASA's HRMS program. Unfortunately, since it made use of NASA's Deep Space Network at Goldstone, that part of the program had to be dropped when HRMS became privatized under the new name of "Project Phoenix".
