Enabling the HST and the NGST for Optical SETI

A Proposal

The idea to retrofit the HST for Optical SETI towards the end of its life was first proposed in the EJASA article on Optical SETI.  It was also suggested in the chairman's introduction the SPIE's OSETI II and OSETI III Proceedings.
